In practice, the importing individual or company pays the tariff to its own customs authority when the goods enter the country, but the cost rarely stops there, because it is typically passed on through higher wholesale prices and ultimately higher retail prices, meaning consumers often bear much or all of the cost. While tariffs are sometimes described as a way to protect domestic industries or pressure other governments, the immediate financial burden falls on domestic importers and buyers, with knock-on effects across supply chains, pricing, and availability of goods.”
